Flagger Training

Under MUTCD regulations, flaggers must receive training in safe traffic control practices and in public communication skills. Many state departments of transportation also require specific flagger training. The MUTCD specifies that each person employed as a flagger should be able to demonstrate that he or she meets the following qualifications:

  • The ability to receive and communicate instructions clearly, firmly, and politely.
  • The agility to move quickly in order to avoid danger from oncoming vehicles.
  • The ability to correctly use signaling devices to provide guidance to drivers.
  • The ability to understand and apply safe traffic control practices.
  • The ability to quickly recognize and warn others of dangerous traffic situations.

Three important rules must guide a flagger while he or she is on the job. First, the flagger must never turn his or her back to oncoming roadway traffic under any circumstances. This is important both while actively flagging and before and after actively flagging. Second, the flagger must always determine and practice the evasive action he or she would take if a vehicle is spotted driving directly toward them. Preparing in this way may make a difference between life and death. Third, a flagger should be alert at all times while on duty. Flaggers should strictly avoid the use of cell phones, conversations with coworkers, and other distractions.
