Further Considerations for the ITCP
Remember that the ITCP is separate from the TTC plan. While the ITCP focuses on the worker and vehicle movement within the work space, the TTC plan is concerned with controlling the road traffic that passes through the work zone. As with the TTC plan, however, the ITCP should always comply with MUTCD regulations. It should also incorporate OSHA regulations.
Also, keep in mind the following best practices for developing and implementing an ITCP:
- Address any worker safety-related requirements specified in the project contract documents in the project's ITCP.
- Customize the ITCP. Each construction site is different, and the ITCP should reflect that.
- Consider construction phase sequencing while developing the traffic patterns and work zone route diagram.
- Take seasonal and environmental conditions into account during the development and implementation of the ITCP. How will weather conditions affect worker safety?
- Identify such hazards as overhead power lines, bridges, and overpasses when planning for the movement and activities of vehicles. If digging will be needed, also consider the presence of underground utilities.
- Understand the blind-spot areas for each type of vehicle that will be present in the work area. How does this affect traffic planning?
- Make decisive plans to review and update the ITCP regularly and frequently.
- Learn from any accidents that occur, including near-miss accidents. What happened, and why? What should be done differently to ensure that the same thing does not happen again?
