Objectives for ITCP

In the ITCP, employers can plan and organize the flow of traffic within a roadway work zone in a way that meets the following objectives:

  • Isolate workers on foot from vehicles and equipment by designating "pedestrian worker-free" zones.
  • Design buffer spaces to separate on-foot workers from runaway or out-of-control vehicles or equipment.
  • Reduce the need for vehicles to travel in reverse, where the blind spot risk is increased.
  • Limit the number of points at which vehicles can enter and exit the work zone.
  • Pre-plan and coordinate truck and equipment movement.
  • Designate storage locations for material and equipment in areas away from pedestrian work pathways and flows.
  • Place signs within the work zone that provide guidance for on-foot workers and truck and equipment drivers.
  • Train or inform all on-site workers, sub-contractor personnel, inspectors, vendors, and other people on the worksite about the ITCP provisions.

The primary benefit of a roadway work zone ITCP is increased worker safety through thoughtful planning of interactions between workers on foot and work space vehicles. The ITCP can also address other work zone impacts on the safety and health of workers.
