Subpart B - Section 1915.14 - Rules for Hot Work
One section in Subpart B, Section 1915.14, specifically addresses rules for hot work in confined spaces. To begin, this section specifies the types of confined and enclosed spaces that require testing prior to the commencement of any hot work. There are two different testing situations.
The first situation is confined spaces that must be tested and certified as safe for hot work. This testing must be performed by a U.S. Coast Guard-authorized person or by a Marine Chemist, who is an individual who possesses a current certification issued by the NFPA.
The second situation is confined spaces that must be tested by a competent person, defined in the code as "a person capable of recognizing and evaluating employee exposure to hazardous substances and other unsafe conditions." This individual must also be capable of specifying the necessary protection and precautions to be taken to ensure the safety of employees under OSHA requirements.
