Standard Operating Procedures

Before a worker is required or permitted to enter a confined space, the supervisor must prepare, implement, and train the worker with a written confined space entry program. Several portions of the standard operating procedures for confined spaces have requirements related to training.

Assigning Responsibilities

The supervisor must assign a trained person to manage the confined space entry program. The supervisor must also assign a trained person to review the job site and procedures before any worker enters a confined space. These supervisors must be adequately instructed and trained to recognize the following important elements:

• The hazards of the space
• The precautions identified in written procedures related to properly performing their duties

Hazard Assessment Personnel

Only a qualified, trained person can prepare the hazard assessment and written confined space entry procedures. Qualified individuals must have experience with the recognition, evaluation, and control of confined space hazards. Qualified individuals include the following professionals:

• Certified industrial hygienist (CIH)
• Registered occupational hygienist (ROH)
• Certified safety professional (CSP)
• Canadian registered safety professional (CRSP)
• Professional engineer (P. Eng.)

Verification and Testing Personnel

Employees charged with confined space testing must have training and experience to calibrate, operate, and monitor testing equipment and interpret readings from the testing equipment.

Rescuer Training

Rescuers must be properly equipped and adequately trained to carry out such duties. Employers must conduct a practice drill at least annually. The employer of the rescue personnel must maintain the records of training and practice drills.
