Minimum Courses of Instruction

Under 30 CFR 48.25, the training program for new miners must include all of the following:

  • Instruction on the statutory rights of miners and their representatives under the Mine Act, and the authority and responsibility of supervisors
  • Instruction and demonstration of the use, care, and maintenance of self-rescue and respiratory devices
  • Instruction on the transportation controls and communication systems within the mine
  • An introduction to the work environment, including a visit and tour of the mine and an explanation of the methods or operations used at the mine
  • Instruction on escape and emergency evacuation plans, fire warning signals, and firefighting procedures
  • Instruction on ground control plans; procedures for working in areas of high walls, water hazards, pits, and spoil banks; illumination of work areas; and safety procedures for night work
  • Instruction on the health and safety aspects of the tasks to which new miners will be assigned
  • A thorough explanation of any health control plan and hazard communication program in effect at the mine site
  • Information on the recognition and avoidance of all hazards present at the mine site
  • Information about the mine's first aid and emergency medical procedures
  • All other courses that may be required by the district manager at the local MSHA office based on the circumstances and conditions at the mine
