Introduction
Surface mines and other kinds of mines have many hazards. Miners can stay safe when they understand these hazards and the protective measures available.
Congress enacted the Federal Mine Safety and Health Act of 1977 and the Mine Improvement and New Emergency Response Act ("MINER Act") to help American mines operate safely. The Mine Safety and Health Administration (MSHA) regulates and enforces the mining industry and is part of the US Department of Labor.
One way that MSHA tries to keep surface miners safe is by requiring annual refresher training in accordance with 30 CFR §6.8. This training must cover health and safety factors, prevalent hazards, emergency procedures, and hazardous equipment.
