Aviation - Personal Use Exceptions
§175.10 describes exceptions for passengers, crewmembers, and air operators for hazardous materials for personal use, provided the requirements of §171.15 and §171.16 are met. The exceptions include the following:
- Non-radioactive medicinal, toilet articles and aerosols for personal use carried in carry-on and checked baggage.
- Aerosols in Division 2.2 nonflammable gas with no subsidiary risk carried in checked baggage only.
- Release devices in aerosols must be protected by a cap or other suitable means to prevent inadvertent release.
- The total quantity of these HAZMAT must not exceed 2 kg (70 ounces) by mass or 2 L (68 fluid ounces) by volume, and the capacity of each container must not exceed 0.5 kg (18 ounces) by mass or 500 ml (17 fluid ounces) by volume.
- One packet of safety matches or a lighter when carried on one's person or in carry-on baggage only. Lighter fuel, lighter refills, and lighters containing unabsorbed liquid fuel are not permitted on one's person or in carry-on checked baggage.
- Small arms ammunition permissible in checked baggage only, carried by a crewmember or passenger, and securely packed in boxes or other packagings specifically designed to carry small amounts of ammunition.
- Alcoholic beverages containing less than 24% alcohol by volume or more than 70% alcohol by volume in unopened retail packagings not exceeding 5 liters (1.3 gallons) and carried in carry-on or checked baggage.
- Perfumes and colognes purchased through duty-free sales and carried on one's person or carry-on baggage.
- Hair curlers containing hydrocarbon gas with a safety cover over the heating element in carry-on or checked baggage.
- Only one hair curler is allotted per person; gas refills for such curlers are not permitted in either carry-on or checked baggage.
- Dry ice, with the approval of the operator.
- When carried in checked baggage each package must be marked "DRY ICE" or "CARBON DIOXIDE, SOLID," indicating the net weight or that it is less than 2.5 kg (5.5 pounds).
- Self-defense spray not exceeding 118 mL (4 fluid ounces) by volume in checked baggage only.
- Small compressed gas cylinders containing Division 2.2 (and no other HAZMAT) and worn by a passenger for the operation of mechanical limbs or in carry-on and checked baggage.
- Spare cylinders of similar size in sufficient quantities to last the duration of the trip are also permissible.
- Electrically powered heat-producing articles as carry-on baggage only and with the approval of the operator of the aircraft.
- The energy source, or heat-producing component, must be removed to prevent unintentional functioning during transport.
- Portable electronic devices (watches, cameras, cell phones, computers, and other similar devices) containing cells or batteries, including their spares, when carried by passengers or crewmembers.
- Each spare battery must be individually protected so as to prevent short circuits and carried in carry-on baggage only.
- For lithium metal batteries, each installed or spare battery must not exceed lithium content of 2 grams per battery; for lithium-ion batteries, lithium content must not exceed 8 grams per battery. Two batteries with an aggregate lithium content of more than 8 grams but not more than 25 grams may be carried.
- Fuel cells used to power portable electronic devices and spare fuel cell cartridges as long as the conditions listed in §175.10 (i-ix) are followed.
