Aviation - Packaging Requirements

The term package refers to the packaging plus its contents. The main function of HMR packaging requirements is to ensure that hazardous materials stay in the package during transportation. Unless excepted, each packaging used for the shipment of hazardous materials must be designed, constructed, and maintained to prevent the release of the hazmat. Proper packaging is critical to the safe transportation of hazardous materials via air, where the hazardous materials are susceptible to changes in temperature, altitude, and pressure.

More than one person can perform an offeror or shipper function for the same shipment. For example, if a carrier repackages a hazardous material for any reason, then the carrier must repackage the material in accordance with the HMR. It does not matter that the carrier is not the original shipper.

As we saw in the General Awareness and Training course, you must adhere to §173 in the HMR for instructions and regulations regarding general packaging requirements. These requirements must be followed in addition to the regulations specific to air transport found in §175.
