Aviation - Quantity Limitations

Due to their precarious nature, hazardous materials must be inaccessible to persons other than crewmembers. A net weight of no more than 25 kg (55 pounds) can be carried in an inaccessible cargo compartment or in a freight container within an accessible cargo compartment.

Inaccessible can be defined as loading each package within a passenger-carrying or cargo-only aircraft in such a manner that a crewmember or other authorized person cannot access, handle, and separate hazardous materials.
