Aviation - Training Programs

There is no prescribed training material, program, or test. Employers must determine a trainer's qualifications and develop a training test based on the employer's needs. The DOT does not approve, endorse, or certify any training programs. It is the responsibility of the employer to certify that the HAZMAT employee has been trained and tested. Any training program for transporting hazardous materials must be approved by the FAA.

A person must not perform a HAZMAT function unless they have been trained in that function. If any regulatory requirement pertaining to a function the employee performs changes, the employee must receive training concerning that function immediately.

Training for US air carriers must also incorporate training requirements in 14 CFR, parts 91, 121, and 135. Under these regulations, air carriers are defined as "will-carry" operators and "will-not-carry" operators. Both operators are required to include certain information within their manuals.

"Will-carry" operators have chosen to accept and carry hazardous materials under the HMR. Training requirements for those authorized in their operations specifications to carry HAZMAT adhere to Table 1 in Part 121.

"Will-not-carry" operators have chosen not to accept hazardous materials, but still require training to recognize and reject hazardous materials packages. Those prohibited in their operations specifications to carry HAZMAT must follow the curriculum in Table 2 in Part 121.
