Detailed Requirements for Class 1 - Explosive Materials

Subpart G is an extensive section focused on special requirements for Class 1 - Explosive Materials. Be aware that before any Division 1.1 and 1.2 explosive materials can be loaded, handled, re-stowed, or unloaded from a vessel, the carrier must obtain a permit from the COTP in accordance with 33 CFR, Part 126.19. Exceptions to the permit may be authorized by the COTP.

The COTP may also assign an officer to supervise the loading, handling, or unloading of Class 1 - Explosive Materials. The responsible person must be in constant attendance of the entire operation, inspect all cargo-handling equipment to determine it is in safe operating condition before handling Class 1 - Explosive Materials, and know the appropriate steps to take in the event of an emergency.

The supervisory detail requirements and its exceptions may be found in §176.102 and §176.108.

Note that on June 2, 2016, PHMSA issued a final ruling that removes the Packing Group (PGII) designation for Class 1-Explosive Materials, as well as Division 4.2 (spontaneous combustible materials) and Division 5.2 (organic peroxides). This ruling went into effect on July 5, 2016.
