Waterways - Class 1

§176.168-§176.174 list regulations for Class 1 - Explosive Materials within vehicle spaces, freight containers, shipborne barges, and appropriate structural service.

Vehicle Spaces

Vehicles used to transport Class 1 - Explosive Materials must follow the requirements in §177.834 and §177.835. Class 1 - Explosive Materials that require special stowage must be transported in transport vehicles approved by the Associate Administrator, with certain exceptions.

Freight Containers

Freight containers loaded with Class 1 - Explosive Materials, except for explosives in Division 1.4, must not be stowed in the outermost row of containers. Further regulations for Class 1 - Explosive Materials can be found in §176.170.

Structural Serviceability of Freight Containers and Vehicles

Structurally serviceable means the freight container or the vehicle cannot have major defects in its structural components, such as top and bottom side rails, top and bottom end rails, door sill and header, floor cross members, corner posts, and corner fittings. What constitutes as major defects are listed in §176.172 (i-viii).

Except for Division 1.4 materials, a freight container must not be offered for the carriage of Class 1 - Explosive Materials unless the container is structurally serviceable as evidenced by a current International Convention for Safe Containers (CSC) approval plate and verified by a detailed visual examination. These shipments must all be accompanied by a statement that certifies that the freight container is structurally serviceable.

Shipborne Barges

Shipborne barges may be used for the carriage of all types of Class 1 - Explosive Materials if the requirements found in §176.174 are followed.
