Fire Protection Requirements
For each 79,500 L (21,000 gallons) of any Class 3 - Flammable or Combustible Liquid being transported on board a vessel in a portable tank, rail tank car, or a motor vehicle cargo tank, there must be at least one B-V semi-portable foam, dry chemical, or equivalent fire extinguisher; or a fire hose fitted with an approved portable mechanical foam nozzle with a pick-up tube and two 19 L (5 gallon) cans of foam liquid concentrate.

Use of Hand Flashlights
Each hand flashlight used on deck in any hold or compartment containing a Class 3 - Flammable Liquid must be suitable for use where fire or explosion hazards may exist.
Combustible Liquids in Portable Tanks
Combustible liquids that have a flash point of 38°C (100°F) or higher can be transported by vessel in specification portable tanks authorized by §173.241. They may also be transported in non-specification tanks according to conditions listed in §176.340 (b) (1-10), or by portable tanks approved by the Commandant (G-MSO), USCG.
