Each vessel personnel is required to have a license, certificate of registry, or merchant mariner's document by 46 CFR Parts 10 and 12 as appropriate.
"Order-Notify" or "C.O.D." Shipments
A carrier must not transport Division 1.1 or 1.2 (explosive) materials, detonators, or boosters with detonators that are consigned to "order-notify" or "C.O.D." except on a bill of lading to a place outside the United States, or consigned by the shipper to himself unless he has a resident representative to receive the shipment at the port of discharge.
Exceptions
Hazardous materials are allowed to be transported by vessel when in compliance with the IMDG Code. The requirements of §176.83, §176.84, and §176.112 through §176.174 are not applicable to shipments of Class 1 - Explosive Materials that are made in accordance with the IMDG Code. We will look at exceptions of hazardous materials shipments that do not require emergency telephone numbers later on in the course. These exceptions are found in §176.11.
