IATA Applicable State Approval

The State of Origin and the State of the Operator may grant approvals to permit the transport of dangerous goods, or they may grant exemptions to the provisions in these regulations in the cases of extreme urgencies, when other forms of transport are not appropriate, or when full compliance with the prescribed requirements in contrary to public interest. In these cases, the States must ensure that every effort is made to transport the dangerous goods safety at a level equivalent to the DGR.

An exception has been added for lamps containing less than 1 gram of dangerous goods and packaged so that there is not more than 30 grams of dangerous goods per package. This exception is outlined in Subsection 1.2.11.

When dangerous goods have been packaged under the regulations outlined at the time of shipment, they are allowed to continue to their destination, even if regulations for the dangerous goods have changed during shipment. For instance, dangerous goods accepted at the end of December may continue to their destination in January even if new provisions regarding the dangerous goods go into effect on January 1. This clarification can be found in subsection 1.2.8.2.*
