IATA Inner Packaging General Requirements
Inner packagings must be secured or cushioned in an outer packaging so that, under normal transport conditions, they cannot break, be punctured, or leak contents into the outer packaging.
If an inner packaging contains liquids, it must be packaged so that the closure is oriented upward and in line with the orientation labels.
If an outer packaging has been properly tested using different types of inner packagings, those varieties of inner packagings may be assembled together in the outer packaging.
Supplementary packagings within an outer packaging, such as a receptacle inside a required inner packaging, are permitted provided that all relevant requirements for the packaging are met.
